Its Xmas already, 

Xmas arrived in October for Labeline customers of ADR & IATA regulations

Road (In stock)

ADR 2023 in regular bound and spiral format. For those who only operate under the Limited or Excepted Quantity exemptions there is also the CDG Exemptions Guide, as described on the following page.

Rail (Dec 2022)

RID 2023, comes as a hardback book with the option of a download. As with ADR, the 2023 RID regulations can be applied from 1st January 2023, there is also a 6-month transition period before becoming mandatory.

Sea (Jan 2023)

The IMDG Code 41st Amendment (41/22) is a set of two manuals and, for those involved with maritime operations, there is a Supplement. Also available as e-Books or online subscription. The IMDG Code has a one-year transition before the new regulations become mandatory.

Air (In stock)

The ICAO Technical Instructions 2023/24 is the legal manual for DG by air and incorporated into IATA’s Dangerous Goods Regulations for airlines. The 64th Edition of the DGR is available in regular and spiral bound manual or e-Book.

Inland Waterways (2023)

ADN 2023. The regulations for inland waterways, is published by UN in two volumes.

ADR, RID and IMDG Code manuals are all supplied with Labeline’s free index tabs for ease of reference.

New DGSA regulations for 2023?

In the Autumn edition of Truck and Track, We highlighted the impending change to the dangerous goods regulations for road (ADR) and Rail (RID) regarding the requirement to appoint a Dangerous Goods Safety Advisor (DGSA):

Consignors of Dangerous Goods must now appoint a DGSA!

“Undertakings which participate in the carriage of dangerous goods only as consignors and which did not have to appoint a safety adviser..…shall..…appoint a safety adviser no later than 31st December 2022”.

According to the Department for Transport (DfT), “A consignor undertakes the activities that prepares a DG consignment for carriage, i.e. they ensure that the consignment meets the requirements of the DG regulations before it is transported.” Incidentally, DfT have informally proposed to the Joint Committee of Experts that the exemption is reinstated for consignors in ADR/RID.

Regulatory Update Webinar

The Biennial Dangerous Goods Webinar took place in October 2022. Presentations by leading personalities in the DG industry highlighted the changes in the regulations and some of the reasons behind them.

One of the changes highlighted was the move to the new-look lithium battery handling marks. However, there is a long transition to allow for stocks to be run down (until end 2026), so there is no need to throw away your existing marks just yet.

6th Edition of the CDG Exemptions Guide for 2023

Labeline’s Guide to the Exemptions from the International Carriage of Dangerous Goods by Road is now in its 13th year. It has become an essential tool for those who can benefit from the Limited Quantity (LQ) and Excepted Quantity (EQ) derogations.

This book gives clarity for those who wish to keep below the thresholds of ADR or are unsure of the limits.

Set out in an easy-to-follow table the Guide lists all the UN numbers that can be shipped under the exemptions and shows the thresholds for LQ, EQ, “Small Load” and the Special Provisions for each one, if applicable.

Remote Driver Training

DfT have extended the authorisation for the remote delivery of driver training – at least until 31st December 2024, unless withdrawn or otherwise revoked. This is formalised in Authorisation 1013 and candidates must still “…attend approved training centres to complete examinations, as examinations cannot be completed remotely and must be invigilated.”

Shipping Lines impose heavy fines

Over the last few years some very high-profile incidents at sea, often fires relating to container vessels carrying DG have made international headlines. It is not, therefore, surprising that shipping lines are taking a hard line on mis-declared DG shipments and are now regularly issuing heavy fines for non-compliance.
