www.truckandtrack.com Winter 2019 Truck and Track 61 DANGEROUS GOODS As an external consultant, I worked with Gerry Gillespie to ensure regulatory compliance and shared my extensive experience in ADR operations (including start-ups) in a formal and documented manner. This would provide technical guidance for not only Keedwell Scotland, but also to offer their existing and future customers a robust alternative for ADR palletised and parcel distribution [and storage], traversing the length and breadth of Scotland. This including offering radial Scottish distribution services for other hauliers in a partnership model. English, Welsh, Irish and European hauliers could ‘drop’ consolidated freight at Keedwell’s Glasgow depot, from where pallets/parcels would be delivered directly to customers/consignees throughout Scotland, with a robust commercial and operational solution in compliance to ADR. One key issue for ADR compliance is to ensure that documentation exists to not only risk assess and plan, but also record training and ensure that refresher training is managed adroitly. Many operators may be good at managing transport, however documentation, manuals, emergency response and formal staff/management training to manage Dangerous Goods can be hard to achieve due to the specialised nature of the sector. The push and pull of day-to-day business often requires an external [and accountable] consultant to assist the team. Initially, Gerry Gillespie formulated a project plan to ensure Keedwell Scotland had covered all bases, matching the company’s enthusiasm and keenness for ADR with the requisite technical considerations - to ensure a robust service for palletised and parcel logistics for Scotland. When considering augmentation of a logistics operation with Dangerous Goods, or employing a logistics contractor to manage ADR, the following areas should be considered; as they were for Keedwell Scotland in 2019 in order to have ADR operations in place for 2020. Location It is important that the site is not only located close to a motorway/ trunk road, but also in a secure location, ideally an industrial estate and distanced from residential housing. This is for safety issues related to chemicals storage/transhipment, fire protection, access control [CCTV/Alarms], environmental issues [e.g. the site having interceptor/draining protection], sound and emissions, pollution control. Site security must be considered if High Consequence Dangerous Goods [HCDG] are involved – documented security considerations are mandatory. This includes site security planning, security risk assessments, security equipment/protocols and staff training and contacts. Before considering taking on ADR, the site[s] must be assessed in terms of suitability for purpose. In the case of Keedwell Scotland, the location of the HQ’s secure site is just south of Glasgow on Coalburn Road Industrial Estate [G71 8DA]; mere minutes off the M74 and M8 main trunks, allowing ease of access to the M6, M73 M8 and M9 providing commercial traffic access and egress to the main arterials in Scotland, as well as southbound to England. Keedwell Scotland’s satellite depot is also located with excellent road links within the Grangemouth Industrial Estate [FK3 8EB]. Dangerous Goods Safety Advisor [DGSA] It is mandatory for any organisation involved in the production, storage and/or logistics of materials classified as Dangerous Goods [under ADR/IMDG] to have the services of a qualifiedDGSA available [consultant and/or employee]; as is the requirement to have competent person[s] ensuring operations remain in compliance day-to-day. In the case of Keedwell Scotland, DGSA services have been contractually committedwith JohnNewsome of LenHall Associates and myself as the technical advisor/competent person [which includes acting as an ‘RP’ – Responsible Person for Pharmaceutical Logistics].
